Yes, they are limited to certain conditions (they don’t handle inclement weather very well yet) but the point is that they are already improving safety over human drivers.

They would almost always be liable by default. Premiums for drivers would skyrocket and this would be a huge disincentive to getting behind the wheel in the first place.
