The headline should use “soars” instead of “soar” because the subject is “number of Americans.” The number soars; you don’t say “the number soar.”

Who has ever had savings over the past twenty years who hasn’t been gleaming right wing dark money? Barely anyone. This has been normal for a very long time.

Edit: that doesnt mean its right. It means Americans have accepted it for their billionaire overlords.
