The plan is to trigger server crashes, data leaks, and power outages. Since cash will be unacceptable, only digital currencies will be accepted, and since they won’t work, people will naturally be unable to buy food and water, leading to chaos and carnage in the streets.

People bartered and exchanged goods long before the concept of money existed. Nearly everyone would just revert to that over violence.
A government can only abolish its own cash. If people really want to use cash, they’ll just swap to another country’s currency. See all the countries in the world where locals accept the dollar because it’s more reliable than their local currency
