I’ve tried 2 and 3 and just can’t really get into it. Story wise I see what people like, but everything seems a bit more clunky than it should be and it’s just more frustrating than enjoyable.
Also the important rule here is everything not explained to be different is assumed to be the same as our understanding of the real world.

No you can’t really do it. The government isn’t going to allow you to divide a plot into that many tiny ones. What you could do is have a company buy the land and sell lifetime leases for small parts.
Theft really depends on who the victim was or what was stolen. Most the time cops won’t do shit, unless there’s tons of easy evidence pointing to someone. For Identity theft, it’s probably even less common, unless it’s a relative or someone you know.
The first ME is really awkward to play if you choose the caster focused classes. Especially so if you played on console or with a controller. If you played the more fun focused classes it was a decent shooter.
